Editorial policy

The editorial policy of the journal «Akademicheskie Vestnik UralNIIproekt RAASN» is based on the traditional ethical principles of Russian scientific periodicals, supports the Code of Ethics for Scientific Publications formulated by the Committee on the Ethics of Scientific Publications (Moscow, Russia), and is based on the ethical standards of editors and publishers.

Publishing in the journal is free for authors. The editors do not charge authors for the preparation, publication, or printing of materials.

Goals of the Journal:

  • To highlight and draw attention to current issues in urban planning, architecture and construction sciences, and art history, including coverage of fine, applied arts, and design;
  • To disseminate information about cutting-edge research in these fields;
  • To create thematic research platforms for the exchange of scientific opinions, proposals, and experience;
  • To share research results in the field of study among scholars.

Journal Objectives:

  • To provide space for the publication of fundamental and applied research results in urban planning, architecture and construction sciences, and art history, including coverage of fine, applied arts, and design;
  • To attract authoritative Russian and international authors who are highly qualified specialists to the journal;
  • To assist young scholars in improving the quality of their publications;
  • To expand the possibilities for dissemination and indexing of published research papers in various key citation databases.

The journal «Akademicheskie Vestnik UralNIIproekt RAASN» covers theoretical, historical, and practical issues in urban planning, architecture, construction science, and art history. It publishes news by section and reviews scientific literature.

  • It analyzes issues of urban development, legal regulation of urban planning, urban safety and security of settlements, resource and energy minimization, urban ecology, building structures, buildings and structures, foundations and foundations, and underground structures.
  • It addresses issues of preservation, reconstruction, restoration, and use of architectural heritage, the history of architecture and urban planning, the living environment, and architectural form-making.
  • It also publishes materials dedicated to the achievements of scientific schools and creative portraits of master architects.

The journal provides immediate, free and open access to its content online, based on the principle articulated in the BOAI Budapest Initiative: free and open access to research results facilitates the global exchange of knowledge. Any user has the right to read, download, copy, print, and use published material for scientific and educational purposes, including links to the full text of articles, and to use them for other lawful purposes, in the absence of any financial, legal, or technical barriers other than those regulating access to the Internet itself.

Full-text electronic versions of articles and other published materials are freely available on the journal’s official website, academvestnik.ru, from the date of publication (some journal articles are accessible after registration).

They are also available on the Scientific Electronic Library website, https://www.elibrary.ru  (articles are accessible after registration), and on the Scientific Electronic Library, Cyberleninka, https://cyberleninka.ru .

In accordance with the ethical rules and standards adopted by leading international publishers, the editorial board of the journal «Akademicheskie Vestnik UralNIIproekt RAASN» has approved ethical principles, adherence to which is mandatory for all participants in the scientific publication process: authors, reviewers, editorial board members, and the publisher.

  • COPE Ethical Guidelines for Peer Reviewers.
  • Guidelines for retracting articles, Recommendations of the European Association of Science Editors (EASE).
  • International standards for editors and authors, developed by the Committee on Publication Ethics (COPE).

The decision to publish is based on the credibility, scientific significance, and relevance of the work in question, as well as the authors’ adherence to ethical standards.

  1. Equality of all articles (authors) for the editors and reviewers.
  2. Objectivity of the evaluation of works.
  3. Inadmissibility of plagiarism and author dishonesty.
  4. Accuracy of the data presented in the works and originality of the articles.
  5. Absence of conflicts of interest.
  6. Confidentiality – not to disclose information about the submitted manuscript to anyone except the editors and reviewers.

In the event of a violation of these rules, the editorial board will follow the COPE instructions.

1. Authors’ Ethical Rights and Standards

1.1. The author transmits to the editorial board of the journal «Akademicheskie Vestnik UralNIIproekt RAASN» their exclusive right to the work in full. The editorial board has the exclusive right to use the work in accordance with Article 1229 of the Civil Code of the Russian Federation in any form and by any lawful means (including the methods specified in paragraph 2 of Article 1270 of the Civil Code of the Russian Federation), including publication online and in the electronic journal «Akademicheskie Vestnik UralNIIproekt RAASN» https://academvestnik.ru

1.2. The author guarantees:

  • that they own the copyright to the work (Article 1255 of the Civil Code of the Russian Federation);
  • that at the time of the conclusion of the agreement, the exclusive rights to the work have not been alienated, pledged, or transmitted under license agreements to other persons;
  • that the use of the work, as well as the use of any parts of the work, will not result in the infringement of the copyright or other rights of others;
  •  that at the time of the agreement conclusion the Author’s rights are not being challenged in court, including in arbitration, or by any other legal means, and that there are no other disputes regarding the copyright in the work that are in the pre-trial review and settlement stage;
  • the work has not been made public by any other means (that is, the work has not been made available to the public through publication, public display, public performance, broadcast or cable transmission, or any other means) either within the territory of the Russian Federation or abroad;
  • the work contains all references to cited authors and/or publications, as required by the regulatory legal acts of the Russian Federation, as well as results and facts used in the work, obtained by other authors and/or organizations;
  • the work does not contain information constituting a state or commercial secret;
  • there are no restrictions (prohibitions) on the publication of the work.

1.3. The author retains inalienable rights. The author reserves the right to use the work and its parts for personal, informational, scientific, educational, and cultural purposes.

1.4. Rights to the work are considered transmitted to the editorial board of the journal Academic Bulletin of the UralNIIproekt RAASN from the moment the application for publication is submitted.

1.5. By submitting an article to the editors, authors thereby confirm that the article is not currently under consideration by another journal and has not been previously published in the public domain.

1.6. Authors are responsible for the content of the article. Inaccurate or falsified data are not permitted in the work.

1.7. Authors must be aware of their copyrights and respect those of others. All copyrighted materials may be included in the article only with the permission of their owners. If materials are borrowed from other researchers, appropriate and correct citation must be provided. Borrowed phrases, text fragments, or images must be properly cited. Unattributed borrowings are considered plagiarism by the editors.

1.8. Authors are responsible for any plagiarism, whether intentional or unintentional. Plagiarism in the journal is defined as both verbatim copying and paraphrasing of another person’s text. Plagiarism in any form, including borrowing, paraphrasing, or appropriating the results of another person’s research, is unethical, and if plagiarism is detected, the article will not be accepted for publication.

1.9. Authors are responsible for citing the sources of financial support for the project described in the article submitted for review.

1.10. Upon acceptance of the article, the authors guarantee that it will not be republished.

2. Ethical Standards for Reviewers

2.1. All articles in the journal undergo mandatory peer review. The review is conducted by members of the editorial board and invited leading scholars in the subject matter.

2.2. The reviewer must provide an objective assessment of the work. The review must note the relevance, novelty, and scientific and practical significance of the work. Personal criticism of the author by the reviewer is unacceptable.

2.3. Reviewers may not use information they gain access to during the review process for their own benefit or disclose it to third parties without the consent of the authors.

2.4. Reviewers must complete their review within the timeframe established by the editorial board. If a reviewer is unable to provide an objective review within the specified timeframe, they are obligated to notify the journal’s editorial board.

2.5. Based on the review results, the editorial board will decide whether to accept the manuscript for publication, return it to the author for revision, or reject it.

2.6. If a conflict of interest of any kind arises between a reviewer and the author, the reviewer is obligated to notify the journal’s editorial board and withdraw from the review.

3. Ethical Standards for Editors

3.1. The editors of the publication are responsible for making decisions regarding articles submitted for publication.

3.2. The editors guarantee that manuscript materials will not be used for personal gain by editorial board members, reviewers, or other involved parties without the author’s written consent.

3.3. The editors undertake to make objective and impartial decisions regarding manuscripts submitted to the editors. All relationships with authors are based on the principles of fairness, honesty, and courtesy.

3.4. If errors or inaccuracies are discovered in published articles, the editors undertake to promptly correct, retract, or clarify them.

3.5. The editors reserve the exclusive right to accept a manuscript for publication or reject it as not meeting the journal’s scientific publication requirements, as well as to retract an already published article if facts are discovered that were not known during the peer review process.

3.6. A manuscript may be rejected by the editors at the pre-peer review stage for the following reasons:

  • the article’s inconsistency with the journal’s scope and accepted fields of study;
  • the fact of republishing or distributing the article to several journals;
  • poor presentation of the research;
  • violation of the journal’s editorial ethical principles.
  • plagiarism, unjustified or excessive citations, and a high percentage of self-citations.
  • use of images, drawings, photographs, tables, graphs, diagrams, and other forms of graphic representation of information without citing the source and without the consent of the copyright holder;
  • falsification of data;
  • incorrect borrowing (incomplete bibliographic description of the source, erroneous identification of the original source);
  • incorrect attribution;
  • appropriation of the results of other people’s scientific research.

The editors notify authors of the reasons for rejecting articles and provide recommendations for their correction. All major corrections to the manuscript content are made with the author’s consent.

3.7. The editors guarantee the confidentiality of information received from authors, reviewers, and anyone involved in working with manuscripts.

3.8. All articles are published openly on the journal’s website and in the Scientific Electronic Library of Russia under an open license, allowing for reading, citing, copying, and repurposing for educational and scientific purposes, provided that the journal and authors are referenced.

3.9. Use of articles for commercial purposes is permitted only with the express written permission of the publisher.

4. Conflicts of Interest

All interested persons should avoid conflicts of interest of any kind at all stages of the article’s publication process. Anyone who discovers a conflict must notify the editors.

All sources of funding must also be clearly indicated, and all potential conflicts of interest must be disclosed, including consulting, paid expert opinions, paid work, patent applications and registrations, grants, honoraria, and other forms of research support used in the material preparation.

5. Article Retraction

If an article is discovered to have been published in another journal prior to its publication date in the journal «Akademicheskie Vestnik UralNIIproekt RAASN,» contains serious errors that cast doubt on the scientific value of the material and are discovered after its publication, or if third-party copyright claims are made, the journal’s editors conduct an investigation, based on which the article may be retracted.

A retraction report is prepared, a copy of which is sent to the author. Further publication of the author’s articles in the journal is prohibited. The article is not physically removed from the issue, but information about the retraction is posted in the «Retraction» section on the journal’s official website.

Publications in the journal «Akademicheskie Vestnik UralNIIproekt RAASN» are included in the citation index* calculation systems for authors and journals.

«Citation index» is a numerical indicator characterizing the significance of a given article and calculated based on subsequent publications citing it.

The journal is indexed in the following systems:

  • Russian Science Citation Index (RSCI) (Elibrary.ru);
  • Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation (HAC);
  • Ciberleninka (Ciberleninka.ru)

Unpublished data obtained from submitted manuscripts may not be used for personal research without the author’s written consent.

Information or ideas obtained through peer review that may be beneficial must be kept confidential and not used for personal gain.

Reviewers should not review manuscripts if they have conflicts of interest resulting from competitive, collaborative, or other relationships or relationships with any of the authors, companies, or other organizations associated with the submitted work.

The editorial board of the journal «Akademicheskie Vestnik UralNIIproekt RAASN» may check the article using the Antiplagiat system when reviewing it. If multiple instances of plagiarism are detected, the editorial board will act in accordance with COPE guidelines.

During the article submission process, the author must confirm that the article has not been published or accepted for publication in another scientific journal. When referencing an article published in the journal «Akademicheskie Vestnik UralNIIproekt RAASN,» the publisher requests that a link (the full URL of the material) be included to the journal’s official website.

Articles previously posted by authors on personal or public websites not affiliated with other publishers are eligible for consideration.

The journal publishes scientific articles under the terms of a public license under the Creative Commons — Attribution-ShareAlike 4.0 International (CC BY-SA 4.0) license.
